Good Afternoon Senator

Thank you for speaking with me briefly last Saturday regarding an unresolved discrepancy I discovered regarding the Poll Pad Count in Sherburne County as it relates to the City of Clear Lake.

It is well understood that Sherburne County had issues with transferring data to the State with respect to absentee ballots originating from the ICC scanner where “test deck” results were transmitted instead of the actual ballot counts from the most recent election, leading to multiple hand recounts in Sherburne County.

What has never been explained is an issue with the erroneous Poll Pad counts for the City of Clear Lake posted to the State website which remained there for days. (attached are screen shots I took)

My understanding is the scanner results and the Knowink poll pads are two separate systems so the incident with the ICC scanner should have not effected the poll pad counts.

See below, Clear Lake Precinct screen shot taken on November 10, 2024 showing in person same day registration of 433 voters for a Precinct with only 431 7 AM registered voters.

Then on Nov 11, 2024 the in person election same day registration number was dropped from 433 to 66.

When this issue was brought up to the Sherburne County Administrator at the Canvass, ( which I attend and also attended by an election judge from the Clear Lake Precinct who also confirmed the state website discrepancy) The Administrator indicated he was unaware of the large discrepancy of the Poll Pad results, as the canvass was showing only the 66 new registered voters. The election judge indicated the 66 number was more inline with her recollection and was dumbfounded by the state site showing 433.

There remains several concerns in my mind as to the use of the Knowink Poll Pads

1. In the example above where did the 367 new registered voters go days after the election?

It is well known that that the poll pads are connected to the internet using cradle point routers. See video clip from the EAC in a congressional hearing stating they are connected to the internet.

I also have an invoice showing the county has cradle point routers for the poll pads that replaced the version jet pacs ( hot spot) previously used. My understanding is there is real time access to the poll pad counts at the precinct level.

2. We as the public are told this technology reduces errors, I am under the assumption that poll pad numbers are not manually entered to the state website but rather they are transmitted to the state website. If this is true, it failed.

3. I had also captured a handful of other small precincts ( outside of Sherburne County) where the same day registration number compared to 7 am voters seems out of balance. Some had new Election Day registered voters almost match or exceed the 7 am voters, however after checking the state website, most have not reduced their totals like Sherburne County did.

At a later date I can send you what I captured.

For the reasons above, I do not trust the use of the poll pads as they are connected to the internet, inaccurate, appears to be able to be manipulated without detection (unless people like me are screen shotting posted numbers from election night) appear to create ghost voters that disappear, costly which funding goes to only ONE company authorized to do business in Minnesota by the Secretary of State.Thank you for reviewing the information.
