Will Election Be Certified Even with 200,000 Ballots Missing Required Watchers and 100% of Eligible Voters Voting?

After over 30 days without Republican election judges invited to the absentee ballot boards, where over 200,000 absentee ballots were apparently processed, a few were invited for the final days following this court order.

Based on lack of balanced political party judge oversight I don't see how the County Canvassing Board could certify—apart from claims their role is ministerial/procedural—because 200,000 ballots lacked the required statutory watchfulness.

One person attended noted the following:

10/31. 11/1. 11/4. We were only allowed to look at 22 ballots total! Escorted in and out. No access to anything.

Hennepin County election results can be found on the Secretary of State’s election results page.

It appears that from this data about 100% of citizens of voting age population in the county have voted. This seems quite unlikely.

The Hennepin County canvassing board (certification) will meet Wednesday, November 13, at 10:00 a.m. In 2022 for the midterms the board certified in about 5 minutes with little discussion.

The meeting will be in room A-2481 of the Hennepin County Government Center.

Later that day, the Anoka County canvassing board (certification) will meet Wednesday, November 13, at 2:00 p.m. at the Anoka County Government Center. Here the 5-member board will not only decide on certification but also whether to admit the additional 17 precincts from 7 cities requested for the Post Election Review hand count audit, many asking that down ballot races also be hand counted (such as Oak Grove).
