Instead of an approach which is centralized and hidden, these 3 laws aim for a process which is decentralized, locally controlled, with citizen oversight and verification.

There is beauty and practicality in simplicity.

This DOES mean that municipalities and counties would take a bigger role in figuring out how to achieve 1, 2, and 3... be creative! It's no longer what Simon says (he's just the keeper of records)... but rather, ask: What will be the right thing to do for our city and our voters?
